Typhoon KULAP was formed in south of Japan. The formation of a typhoon is usually declared on 3, 9, 15, 21 JST (0, 6, 12, 18 UTC), but the formation of this typhoon is irregular, which is declared on 12 JST. In addition, the forecast of this typhoon is provided for only 24 hours (usually it is 72 hours or 120 hours). A tropical depression has been analyzed on the weather chart since yesterday, but there was no information about its potential development to a typhoon in the near future. By seeing its "unpredictable" intensification today, Japan Meteorological Agency might have suddenly decided to declare the formation of the typhoon.
